Tests. Tests shall be conducted to determine compliance with specification requirements.
Hardness. Hardness shall be determined in accordance with ASTM Designation E 18 (Rockwell) or E 92 (Vickers or Diamond Pyramid).
Pull test. The handle and shank of the operative end shall be securely held in separate chucks or other holding devices. A slowly increasing pull out force, increasing from zero to 85 pounds (minimum), shall be applied to the shank of the operative end. The force shall be maintained at the high value for a minimum of 1 second. The instrument shall then be examined for movement, looseness, or separation of the operative end with respect to the handle. The test shall be repeated for each operative end of the double-ended instrument.
Microscopic inspection test. The operative end (total surface of knife blade and cutting edge) shall be inspected under ten power magnification (10X) using a binocular microscope and direct (onto the top or the stage) illumination by two 15 watt fluorescent lamps. The lamps shall be positioned to provide the optimum illumination necessary for examination of the blade. The examining background shall be dark and non-reflective. The cutting edge of the blade shall be inspected on all surfaces (blade face flat and with cutting edges up)
Contractor certification. The contractor shall certify that the product offered meets the salient characteristics of this description and conforms to the producers’ own drawings, specifications, standards, and quality assurance practices. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
Metric products. Products manufactured to metric dimensions will be considered on an equal basis with those manufactured using inch-pound units, providing they fall within the tolerance specified using conversion tables contained in the latest revision of Federal Standard 376, and all other requirements of this document are met. If a product is manufactured to metric dimensions and those dimensions exceed the tolerances specified in the inch/pound units, a request should be made to the contracting officer to determine if the product is acceptable. The contracting officer has the option of accepting or rejecting the product.
