Tests. Tests shall be conducted to determine compliance with the specification requirements.
Weight. Weights of individual sheets of platinum foil and the total weight of 20 sheets of foil (average weight) shall be determined using a suitable scale or balance accurate to 0.001 troy ounce.
Purity. The purity of the platinum foil shall be determined by a thermoelectric test against pure platinum, such as the method of Burgess and Scale in National Bureau of Standards Bulletin Number 254 (1915). The test shall be conducted with a difference of 1200 degrees Centigrade (°C) between the hot and cold junctions. The foil shall have a thermoelectric potential not greater than 0.15 millivolt.
Alternately, purity of the platinum foil may be determined by an optical emission spectroanalytical method, provided that approval is received from the contracting officer or procuring activity prior to award of the contract or purchase order.
Thickness. The thickness of the platinum foil shall be determined by measuring a layer of ten sheets of foil with a ratchet micrometer.
Softness. A bend test for softness shall be made on the platinum foil. The sheet of platinum foil shall be cut to approximately 63 millimeters in length and folded around a steel rod 20 millimeters in diameter so that the ends will meet. The end of the rod shall be placed against a smooth glass plate, and the foil permitted to spring open as it stands with the rod in a vertical position on the glass plate. The distance between the ends of the foil shall not be greater than 20 millimeters.
Contractor certification. The contractor shall certify that the product offered meets the salient characteristics of this description and conforms to the producers’ own drawings, specifications, standards, and quality assurance practices. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
