Dimensions of the magnifier shall be as follows: Minimum inside circumference of headband shall be 21-1/4 ± 1/4 inches. The total adjustment for size shall be 2-3/4 ± 1/8 inches. The metal strip forming headband shall be 27-3/4 ± 1/4 inches long, 1.0 ± 1/16 inch wide, and 0.024 inch thick. The perspiration band strip shall be 7-7/8 ± 1/8 inches long and shall be of sufficient width and thickness to be suitable for the purpose intended. The lens shall be 32 mm square. The lens thickness shall be 4.2 mm thin edge and 6.8 mm at mechanical center. The telescoping assembly with hinges shall allow positioning of lens at any angle (up or down) from 4 to 6 inches (10.1 to 15.2 cm) away from eyes.
Material. The headband, hinge assembly, and size adjustment locknut shall be fabricated of aluminum suitable for the purpose intended. The perspiration band, adjustable telescoping assembly, telescoping locknut, lens frame, and lens adjustment hinge shall be fabricated from suitable corrosion-resisting steel. The lenses shall be fabricated of high quality, ophthalmic crown glass and the perspiration band shall be fitted with No. 1 tubular gauze.
Finish. The headband shall have a fine, anodized finish. The hinge assembly and size adjustment locknut shall have a fine, machined finish. The perspiration band shall have a finish suitable for the purpose intended. The remaining corrosion-resisting steel parts shall have a bright finish.
Instructions. Suitable instructions on care and cleaning of the loupes shall be included with each unit of issue.
Workmanship. The magnifier shall be free from defects which detract from its appearance or impair its serviceability.
Unit. Each (EA). One magnifier and four replaceable perspiration gauze strip liners, as specified, constitutes one unit.
Quality Assurance Provisions.
Responsibility for inspection. Unless otherwise specified in the contract or purchase order, the contractor is responsible for the performance of all inspection requirements as specified herein. Except as otherwise specified in the contact or purchase order, the contractor may use his own or any facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to perform any of the inspections set forth in the specification where such inspections are deemed necessary to assure supplies and services conform to prescribed requirements.
Records. Records of examinations and tests performed by or for the contractor shall be maintained by the contractor and made available to the Government upon the Government’s request, at any time, or from time to time, during the performance of the contract and for a period of three years after delivery of the supplies to which such records relate.
