Quality Assurance Provisions.
Responsibility for inspection. Unless otherwise specified in the contract or purchase order, the contractor is responsible for the performance of all inspection requirements as specified herein. Except as otherwise specified in the contract or purchase order, the contractor may use his own or any facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to perform any of the inspections set forth in the specification where such inspections are deemed necessary to assure supplies and services conform to prescribed requirements.
Records. Records of examinations and tests performed by or for the contractor shall be maintained by the contractor and made available to the Government upon the Government’s request, at any time, or from time to time, during the performance of the contract and for a period of three years after delivery of the supplies to which such records relate.
Inspection. Inspection, as used herein, is defined as both examination (such as visual or auditory investigation without the use of special laboratory appliances or procedures) and testing (determination by technical means of physical and chemical properties) of the item.
Sampling for inspections. Sampling for inspection shall be conducted in accordance with MIL-STD-105. Where feasible, the same sample shall be used for the determination purposes of two or more inspection characteristics. The unit of product for inspection purposes shall be one bur. Unless otherwise specified, sampling for examination shall be conducted at inspection level II, AQL 2.5, and sampling for tests shall be conducted at inspection level S-1, AQL 1.0.
Tests.
Chemical composition. In the absence of certificate of quality raw material, the samples selected shall be analyzed in accordance with Method 111 or 112 of FED-STD-151. In case of dispute, Method 111 shall be used for referee analysis.
Runout. The bur shall be placed and held in a “V” block or precision chuck, and rotated slowly. A dial indicator sensitive to 0.0002 inch and equipped with a knife edge foot, or a shadow-graph or other suitable equipment of equal accuracy, shall be employed. If a dial indicator is used, the indicator shall be mounted with the shaft perpendicular to the axis of the bur, and so positioned that the foot contacts the bur neck at the point of smallest diameter. The maximum reading obtained during one complete 360-degree rotation of the bur shall be measured and recorded to the nearest 0.0005 inch. The difference between these two reading shall be taken as the total indicated runout.
