Weight and volume. Net weight of base and accelerator pastes in tubes and net weight of emollient in jar shall be measured with a suitable balance. Volume after mixing a tube of base paste with a tube of accelerator paste shall be measured by a suitable method.
Working time. Extrude equal lengths of catalyst and base paste onto a mixing pad. Start a stopwatch and begin to spatulate the two pastes together. Mix for one minute. Lubricate hands with emollient and pick up the mixed paste. Slowly knead the paste between lubricated fingers while occasionally stretching the material. It will be noted that initially the material will stretch without breaking, but eventually it will snap and stretched. This is the working time.
Setting time. This is a continuation of the working time test above. Remove portions of the mixed material from the mixing pad with a spatula or a tongue depressor and place these samples in a water bath at 98°F. Remove a sample from the water bath 11 minutes after the start of the mix. Remove samples from the water bath at 30-second intervals thereafter. The material is set when a hard, resilient mass has formed.
Metric products. Products manufactured to metric dimensions will be considered on an equal basis with those manufactured using inch-pound units, providing they fall within the tolerance specified using conversion tables contained in the latest revision of Federal Standard 376, and all other requirements of this document are met. If a product is manufactured to metric dimensions and those dimensions exceed the tolerances specified in the inch/pound units, a request should be made to the contracting officer to determine if the product is acceptable. The contracting officer has the option of accepting or rejecting the product.
Contractor certification. The contractor shall certify that the product offered meets the salient characteristics of this description and conforms to the producers’ own drawings, specifications, standards, and quality assurance practices. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
