Chemical analysis. In the absence of contractor certification for the raw material, a chemical analysis shall be conducted. The chemical analysis shall be performed by reagent solutions, combustion methods, nonemission methods, or by spectrochemical analysis. Any ASTM method shall be acceptable.
Cutting performance. Test materials shall be a strip of austenitic stainless steel 0.002 ± 0.0005 inch thick, with a Rockwell hardness of C35 to C40, and a surgical stainless steel wire, 0.020 inch nominal. Scissors to be tested shall be thoroughly cleaned prior to testing. Three separate, consecutive tests shall be performed on each material for the respective scissors. Each test shall consist of making a 1/2 inch (minimum length) cut for the Beebee and Quimby design scissors, and a cut through the stainless steel wire for the Straight, Universal scissors. The cuts shall be made using the scissors in the normal manner, with the fingers in the finger rings of the scissors, except that no lateral pressure shall be used. In addition, the Quimby design scissors shall be provided with blades of a width, thickness, and curvature that permit precise gingival festooning on an annealed No. 1 copper band, 0.189 ± 0.005 inch inside diameter and 0.005 L 0.0015 inch wall thickness.
Metric products. Products manufactured to metric dimensions will be considered on an equal basis with those manufactured using inch-pound units, providing they fall within the tolerance specified using conversion tables contained in the latest revision of Federal Standard 376, and all other requirements of this document are met. If a product is manufactured to metric dimensions and those dimensions exceed the tolerances specified in the inch/pound units, a request should be made to the contracting officer to determine if the product is acceptable. The contracting officer has the option of accepting or rejecting the product.
Regulatory requirements.
Federal Food, Drug and Cosmetic Act. If the product covered by this document has been determined by the U.S. Food and Drug Administration to be under its jurisdiction, the offeror/contractor shall comply, and be responsible for compliance by its subcontractors/suppliers, with the requirements of Federal Food, Drug and Cosmetic Act, as amended, and regulations promulgated thereunder. In addition, the offeror/contractor shall comply, and be responsible for compliance by its subcontractors/suppliers, with the requirements of all other applicable Federal, State, and local statutes, ordinances, and regulations.
